I would point out the problem is typically agency cost — where managers steal from owners.
If government is seen as a form of management put in place by the people who are the owners of their land / business ie value creation assets then the agency cost is corruption and high taxes to mask corruption and incompetence of managers ( the government)

As for labour shortage - it is going to become a Reality in Vietnam; normally the labourers migrate from the rice growing areas to work in the coffee farms and back. But if manufacturing picks up further in Vietnam and the governments push for foreigners to acquire real estate and land is enforceable there will be no dearth of higher value add jobs created — which will lead to inflationary pressure on coffee farms.
